Ok, in a constitution, we need:

- A preamble explaining what is contained in the constitution.
- An explanation of the government system (comprehensive), including what positions exist, how they come to be filled, who can run for what.
- Explanations of all of the governing bodies. E.g. President/Moderator, the Parliament, the Judiciary, etc.
- Who membership of Wachovia is afforded to, including dual citizenship
- What should happen in a continental emergency
- How elections are to be run
- A Bill of Rights
- A Bill of Obligations (What goes against the continental interest, e.g. obscene behaviour, identity theft, suppression of basic rights given in the Bill of Rights), definitely including what it would take for say a moderator to be impeached or something...)


Now we just need to write it!
